Federal Stimulus-Funded Clean Energy Projects

Project description: The town of Alford has partnered with the towns of Monterey and Sheffield to use the $308,733 in stimulus grant funds to weatherize the Regional Elementary/Middle/High School building. Grant funding will purchase and install a new building automation system, install demand-controlled ventilation in the school gymnasiums, cafeteria, and auditorium, and perform retro-commissioning on the components of the existing system. The town estimates that 3,508 gallons of heating oil and 35,802 kWh of electricity will be saved.

Project description: The town of Becket will use the $150,000 in stimulus grant funds to weatherize the Becket fire station #2 and the ambulance garage buildings, a project that includes a boiler replacement and building envelope improvements.

Project description: This performance contract enabled by stimulus funding will help the Bedford campus achieve deeper energy effiency through such measures as lighting upgrades, heating and ventilation upgrades, and the installation of unique ground-source heat pump technology.

Project description: The town of Bedford will use the $150,000 in stimulus grant funds for energy efficiency measures, including the installation of a new energy management and ventillation system at the Lt. Job Lane Elementary School.

Project description: The town of Belchertown will use the $149,812 in stimulus grant funds to implement thermal efficiency measures at the Fire Station, Lawrence Memorial Hall, and the Water Reclamation Facility buildings. The measures include installing an energy management system, building envelope improvements, and replacing the boiler.

Project description: The town of Bellingham will use the $88,400 in stimulus grant funds to help purchase and install an 11kW solar PV system on Cliff Road. The town will also use grant monies to fund a number of thermal efficiency improvements to the South Fire Station, which also serves as the community center and the town historical museum.

Project description: The town of Berlin will use the $65,000 in stimulus grant funds to implement thermal efficiency measures in Berlin Memorial Hall and the Municipal Public Safety Building, including improvements to the building envelope and the HVAC system. The two projects are both estimated to save a minimum of 10% of current oil usage.

Project description: The towns of Dunstable and Groton will use the $70,544 in stimulus grant funds to implement a number of thermal efficiency improvements at the Swallow Union School. Measures include window replacements and building envelope improvements.

Project description: The town of Egremont will use the $145,170 in stimulus grant funds to add additional insulation and replace the heating system at the Town Highway Garage Building. At a ground site next to the Town Highway Garage, Egremont will install a 16 kW pole-mounted Solar PV installation. Total town operating budget savings as a result of these projects is estimated to be $6,500 annually.

Project description: The town of Erving will use the $81,000 in stimulus grant funds to pay for thermal efficiency improvements at the Town Hall, including the installation of new windows, insulation, a hot water heater, a door, and a heating system air reset. Implementing these measures will save the town an estimated 13.7% of existing energy usage, or approximately $1,400 annually.

Project description: The city of Gardner will use the $150,000 in stimulus grant funds to replace the oil fueled boiler with high efficiency gas boilers at the Helen Mae Sauter school.

Project description: The town of Hudson will use the $150,000 in stimulus grant funds to replace exterior windows at the Hudson Public Library, which was constructed in 1905 and is a historic building.

Project description: The town of Lancaster will use the $79,627 in stimulus grant funds to pay for a boiler replacement and ventilations system upgrades at the Central Fire Station, the South Fire Station, the Police Station, and the Thayer Memorial Library.

Project description: The town of Lee will use the implement thermal efficiency measures at the $62,000 in stimulus grant funding to upgrade the boiler and weatherize the Central Fire Station and the South Lee Fire Station.

The town of Lexington has adopted the goal of a 20% reduction in energy use over a 5 year period and this project will support that goal.

Project description: The town of Needham will use the $86,344 in stimulus grant funds to purchase a new energy management system at the Hillside Elementary School.

Project description: The town of New Ashford will use the $13,200 in stimulus grant funds to add insulation to the Town Hall building.

Project description: This stimulus-enabled performance contract will contribute to deep energy efficiency gains at the Dept. of State Police, thorugh such changes as lighting upgrades and theinstallation of vending machine controllers.

Project description: The town of New Marlborough will use the $64,575 in stimulus grant funds to pay for better insulation, air sealing, and window replacements at the Town Hall and Town Garage. These thermal efficiency measures will result in an estimated $4,906 in oil savings and a 26% annual savings for the Town.

Project description: The town of New Salem will use the $134,685 in stimulus grant funds to pay for added wall insulation, attic insulation, duct sealing and insulation, and boiler replacement at the Town Hall, Stowell Building, New Library, Old Library and Main Fire Station. The town has determined these energy efficiency measures will reduce energy costs by 55%.

Project description: The city of Newburyport will use the $116,190 in stimulus grant funds at the Kelley School Community Youth Center. The project includes modernizing the exhaust system, air-sealing the building, insulating the attic and upgrading the steam and air handling systems. The project will achieve an estimated 43% MMBtu savings.

Project description: This stimulus-enabled whole-campus efficiency program will include the installation of a natural gas combined heat and power system that produces both heat and electricity.

Project description: The town of Otis will use the $150,000 in stimulus grant funds to weatherize and upgrade heating and ventillation systems at the Otis Town Hall.

Project description: The town of Plympton will use the $150,000 in stimulus grant funds for several thermal efficiency measures at the Town Hall, including window replacements in the section of the building constructed in 1936, heating and cooling system upgrades, and the replacement of the hot water heater with a highly efficient gas tankless model.

Project description: The town of Saugus will use the $150,000 in stimulus grant funds to replace the existing oil-fired boilers, hot water pumps and piping at the Belmonte Middle School with four new gas high-efficiency condensing hot water boilers, three new hot water pumps and new piping. The high efficiency heating system will provide an energy savings of approximately 25% per year.

Project description: The town of Sheffield will use the $20,000 in stimulus grant funds to for thermal efficiency measures at the Town Hall and the Police Department, including insulation, windows, caulk and weather strip ducts, repair cracked windowpanes and insulate hot water piping.

Project description: The town of Shelburne will use the $150,000 in stimulus grant funding to implement thermal efficiency measures in a town building which cannot currently be used due to extremely poor insulation and the high cost of heating. It is estimated that the entire energy savings performance contract will save the town $30,876 annually, or 67% of the town's total projected annual energy expenses.

Project description: The town of Stockbridge will use the $66,479 in stimulus grant funds to pay for the installation of a 5kw solar PV system at the Department of Public Works building, the installation of a water-source heat pump at the Wastewater Treatment Plant, and the upgrade of the heating and hot water system at the Interlaken Fire House.

Project description: The town of Townsend will use the $53,730 in stimulus grant funds to replace the boiler and increase the heat retention of the windows at the Hart Library Building. Additionally, funds will be used to replace the furnace and better insulate the West Townsend Reading Room, and better insulate and replace the boiler at the West Townsend Fire Station. Energy benefits to the Town through implementation of these energy conservation measures are estimated to include annual usage reductionsof 341 MMBtus and an annual cost savings of $7,504.

Project description: The town of Tyringham will use the $51,102 in stimulus grant funds to upgrade the heating system and better insulate the Town Hall/Highway Garage, Fire Station, Library/Post Office and School House (now town offices). The Town estimates that the projects will reduce the town's fuel oil consumption by 27% and propane consumption by 42%.

Project description: The town of Ware will use the $53,137 in stimulus grant funds to increase the energy efficiency of the Town Hall, the Police Station and the Waste Water Treatment Plant. The town estimates these projects will result in an annual cost savings of $13,371.

Project description: The town of Washington will use the $106,120 in stimulus grant funds to install a more energy-efficient boiler and better insulate the Town Hall.

Project description: The town of West Newbury will use the $132,390 in stimulus grant funds to implement thermal efficiency measures at the Dr. John C. Page School and to install a 2.1 kW solar PV installation adjacent to the town's Dept. of Public Works garage and office.

Project description: The town of Williamsburg will use the $60,093 in stimulus grant funds on a thermal efficiency project at the Town Garage and Town Hall.

Project description: The town of Winchester will use the $150,000 in stimulus grant funds to replace an oil-fired boiler with a natural gas-fired boiler at the Muraco Elementary School.

Project description: The town of Windsor will use the $137,500 stimulus grant funds to better insulate the Town Hall, Town Office Building and the Highway Garage, including building envelope improvements, as well as replace the boiler and windows at these sites.

Project description: The city of Winthrop will use the $150,000 in stimulus grant funds to convert the existing Winthrop Town Hall heating plant to high efficiency gas-fueled boilers.

Project description: The town of Canton will use the $150,000 in stimulus grant funds to convert the heating system from steam to hot water at the Rodman Preschool/Administration Building. These measures are part of a larger $1.5 million dollar energy savings performance contract.

Project description: The town of Charlemont will use the $150,000 in stimulus grant funds to replace windows at the 117-year-old town hall building. This is part of an energy savings performance contract which comprises three buildings.

Project description: The town of Orange will use $150,000 in stimulus grant funds to replace boilers at Fisher Hill Elementary, Butterfield Elementary, and the Amory Building. Replacing three boilers will save an estimated 5,240 gallons of fuel oil per year.

Project description: The city of Palmer will use the $18,722 in stimulus grant funds to install a solar hot water system at the Water Pollution Control facility. This system is part of a larger energy savings performance contract with Siemens.

Project description: The town of Reading will use the $150,000 in stimulus grant funds to help finance a steam to hot water conversion project at the Birch Meadow Elementary School. This measure is part of a larger energy savings performance contract.

Project description: The town of Shrewsbury will use the $150,000 in stimulus grant funds to help finance air sealing, walk-in cooler and freezer controls, control system upgrades, and heating improvements at the Calvin Coolidge Elementary School. These measures are part of a larger performance contract.

Project description: The town of Sunderland will use the $97,000 in stimulus grant funds to implement thermal efficieny measures at the Sunderland Public Safety Complex and the Sunderland Elementary School as part of a larger $1.2 million energy savings performance contract.

Project description: The town of Wakefield will use the $150,000 in stimulus grant funds to help finance the replacement of a boiler to a high efficiency boiler system at the Wakefield Memorial High School. This project is part of a larger energy savings performance contract.

Project description: The town of Wenham will use the $150,000 in stimulus grant funds to help finance window replacements, boiler replacements, and building envelope insulation at the Council on Aging Building, the Fire Station and the Iron Rail Building. These measures are part of a larger energy savings performance contract \that will reduce energy consumption in these facilities by 20 percent.

Project description: The town of Shutebury will use the $56,673 in stimulus grant funds to help finance the installation of 5kW solar PV stimulusy and to improve the energy efficiency at the Shutesbury Town Hall. Efficiency measures include greater insulation for the entrance and attic, installation of an outdoor reset temperature control for the heating system, and three projects within the Highway Department. Adding insulation at Town Hall will result in a 10% decrease in propane usage.

Project description: Castle Square, a low-income apartment complex in Boston, will use $4,400,000 in stimulus funds to renovate 4 buildings that include 192 housing units. The buildings will be wrapped in super-insulation, air sealed, and equipped with high-efficiency windows and upgraded mechanical systems. The project promises to be among the most ambitious Deep Energy Retrofits at existing multi-family housing complexes in the country, reducing the building's energy consumption by a projected 50%.

Project description: Nexamp, Inc of North Andover will complete a Deep Energy Retrofit at Salem's historic Hawthorne Hotel, switching the hotel to geothermal heating and cooling using $1.4 million in stimulus funds. The Hotel will also upgrade its mechanical systems and lighting to be more efficient. This project will provide a compelling demonstration of an energy-efficienct renovation that preserves the important historic character of the building.

Project description: Lawrence CommunityWorks, a community-based development group, will utilize $550,000 in stimulus funds to help finance the retrofit of an old mill building that will include installation of efficient air-source heat pump technology, thick insulation, high-efficiency windows, and aggressive air sealing. The finished building will include 125 affordable housing units, a daycare, and commercial space. The building, Union Crossing, will provide a model energy renovation of old mill masonry buildings, a typical building type in the Commonwealth.

Project description: Mass Energy Consumer's Alliance's program will use $250,000 in stimulus funds to dramatically increase enrollment in utility-run rebate programs and other existing energy efficiency programs. Their broad consumer alliance network, as well as their project partners' regional community groups, will bring energy efficiency to numerous households throughout the Commonwealth.

Project description: The Massachusetts Museum of Contemporary Art will use $800,000 of stimulus funds to transition from oil heat to a biomass heating system. Other energy-efficient measures include efficient ventilation and air circulation, as well as better lighting controls. The project will help the Massachusetts Museum of Contemporary Art reduce its heating and energy costs significantly, and provide a model for other museums.

Project description: The Merrimack Valley Chamber of Commerce will partner with Nexamp, Inc. of North Andover to provide Merrimack Valley's businesses and industries with turnkey energy efficiency solutions. Using $500,000 in stimulus funds, this engagement program will target immediate energy savings in the Commercial and Industrial sector. The program will also partner with regional banks to help finance various projects.

Sandri will install wood pellet boilers at multiple institutional sites throughout the area, including the Stoneleigh-Burnham School. Sandri will also invest in its distribution infrastructure to provide future wood-pellet supplies to the school and other sites switching to biomass.

Project description: Sandri Companies' program in western Massachusetts will target buildings heated by fuel oil, and shift them to wood pellet boilers as part of their $3.2 million stimulus grant. Sandri will install wood pellet boilers at multiple institutional sites throughout the area, including the Linden Hill School. Sandri will also invest in its distribution infrastructure to provide future wood-pellet supplies to the school and other sites switching to biomass.

Project description: Architectural Heritage Foundation, in partnership with Historic New England and the Trustees of Reservations, will renovate three historic properties in the Commonwealth using $650,000 in stimulus funds. As part of this project, the Lyman Estate will undergo a historically sensitive retrofit that includes aggressive air sealing, additional insulation, and the installation of a high-efficiency condensing boiler. The renovation will strive to reduce the properties' energy consumption by 50% while maintaining their cultural and historic character.

Project description: Architectural Heritage Foundation, in partnership with Historic New England and the Trustees of Reservations, will complete Deep Energy Retrofits at three historic properties in the Commonwealth using $650,000 in stimulus funds.. As part of this project, the Appleton Farms will be super-insulated and aggressively air-sealed, as well as equipped with efficient boilers, lighting, and solar thermal water heaters. The renovation will strive to reduce the properties' energy consumption by 50% while maintaining their cultural and historic character.

Project description: Architectural Heritage Foundation, in partnership with Historic New England and the Trustees of Reservations, will complete Deep Energy Retrofits at three historic properties in the Commonwealth using $650,000 in stimulus funds.. As part of this project, the Bullitt Reservation will be super-insulated and aggressively air-sealed, and will attempt to attain certification as a "passive house," which uses little to no fossil fuel heat. The renovation will strive to reduce the properties' energy consumption by 50% while maintaining their cultural and historic character.

Project description: The Center for Ecological Technology will use $900,000 in stimulus funds at a 100-year-old warehouse in Springfield, implementing aggressive treatment and insulation of the building envelope and air-to-air heat pumps. The building will house a ReStore Center, which resells used and recycled building materials. Home improvement customers will be able to tour the facility to understand how these energy efficiency measures work, learning lessons to apply to their own homes.

Project description: Conservation Services Group and its partners will administer the first comprehensive oil-heat energy efficiency program in the Commonwealth using $1.7 million in stimulus funds. The program will provide services and rebates to moderate income families on inefficient oil heat to help them pursue energy audits, basic energy efficiency upgrades, and rebates for high-efficiency boilers. The program will replace a significant number of inefficient old boiler systems in the state.

Project description: Founded in 1999 as a positive response to local gang violence, United Teen Equality Center (UTEC) is a youth-led agency that blends a drop-in, safe-haven center with more structured workforce development and educational programming. The organization will use $1.9 million in stimulus funds to renovate their Lowell facility, by combining building envelope treatment with passive heating and cooling techniques, reducing their energy consumption by 50%.

Project description: $174,473 of stimulus funding will support the metering of electricity, gas, oil, and chilled water at seven buildings (876,567 square feet) at the Bay State Correctional Center. The Center is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $969,440 of stimulus funding will support the metering of electricity, gas, steam/hot water, and oil at 37 buildings (213,416 square feet) at the Bridgewater Correctional Complex. The Complex is one of 33 host sites for the Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $235,223 of stimulus funds will support the metering of electricity, gas, steam/hot water, and oil at 9 buildings (568,551 square feet) at MCI Cedar Junction. Cedar Junction is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $429,263 of stimulus funding will support the metering of electricity, gas, steam/hot water, oil, and chilled water at 22 buildings (508,318 square feet) at MCI Concord. MCI Concord is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $181,256 of stimulus funding will support the metering of electricity, gas, steam/hot water, and oil at 22 buildings (54,560 square feet) at MCI Plymouth. MCI Plymouth is of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $708,458 of stimulus funding will support the metering of electricity, gas, steam/hot water, oil, and chilled water at 49 buildings (1,179,250 square feet) at the Shirley Correctional Complex. The Complex is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

MCA is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.

Project description: $336,551 of stimulus funding will support the metering of electricity, gas, steam/hot water, and oil at 3 buildings (520,784 square feet) at the Mass. Hospital School. MHS is one of 33 host sites for Phase 1 of the Enterprise Energy Management System that will measure real-time energy use and identify efficiency opportunities at 17 million square feet of state facilities, resulting in cost savings between 5% and 15%.
